The Grand Jury committee also investigated "a number of complaints" alleging that the board violated the California Open Meetings Law, that it exceeded its authority and that it engaged in "unprofessional conduct." The committee report stated that the water precinct "is not operating in a manner that serves the best interests of the public" and recommended "formal training ...
